Password reset emails are not sending from the oldest active Community

Summary
If you have 2 active Communities and have some Community Users that are members of both Communities, if you reset their Password, they may be receiving the wrong email template. If you are using 2 different email templates for the Community Password Reset, the member may receive an email from the most recently activated Community instead of the oldest Active Community, like it's supposed to.
There is an issue where the query is pulling the Community based on the first createddate, not the activated date.
Repro
1. Create 2 Communities
2. Activate them at different times
3. Have 2 different email templates for the Community Password Reset
4. Have Community Users that are members of both Communities
5. Reset one of those members passwords and for the most recently activated Community
Receives wrong email template
Workaround
Try using 1 email template for both Communities.
