When "Only Email Users On Events" is enabled users are still presented with a warning when invitee's record does not contain an email address

Summary
By default organizations do not have this enabled however, if it has been requested and enabled the feature "Only Email Users On Events" restricts invitations on event records to be sent onto users. Any Contacts or Leads added to events as invitees will not be emailed.
When Lead or Contact records do not have an email address, adding them as invitees to an Event results in a validation warning:
"Highlighted invitees will not receive invitations because they do not have valid email addresses."
Repro
1. Request to have Support enable the "Only Email Users On Events" feature for your organization.
2. Create an Account and a Contact being sure to leave the contact's email address field blank:
3. Create a new Event and and add an event invitee by clicking the Select button in the "Select Invitees" section of the event edit page.
4. In the Select Invitees lookup dialog's search select to Search Users, Leads & Contacts and search for the contact name you have created in Step 2 and Add the contact to Selected | Done.
Actual Results: Upon adding a contact without an email address as an invitee users are presented with the following message:
Highlighted invitees will not receive invitations because they do not have valid email addresses.
Expected Results: The warning message would not be present at all in the user interface and is misleading to users since the org currently has the "Only Email Users On Events" feature enabled and no invitees outside of users would actually receive an email notification.
