Formula Hyperlinks in Salesforce1 are not URL Encoded

Summary
Some of our customers have observed that functioning hyperlinks in Salesforce Classic or LEX UIs that containing apostrophes < ' > , or other characters will break in Salesforce1 mobile hybrid clients and throw an error. This same error is not observed in Lightning Experience or Classic.
This issue is currently on backlog but the S1 team is aware of it. Please be aware that any fix to the way salesforce1 parses hyperlinks will most likely target more than just apostrophes.
Repro
Create a formula field that generates a hyperlink containing apostrophes.
Observe the following error when trying to open that link in Salesforce1
Workaround
Remove the apostrophe or other possible unsupported characters. Another option is to encode the hyperlink with javascript.
