User with "Manage Users" and "Customize Application" is not able to access Social Customer Services [Insufficient Privileges]

Users with "Manage Users" and "Customize Application" are not able to access Social Customer Services in Setup. They receive an error, instead.
You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary.
In order to access the Social Customer Services settings page, the Profile needs ModifyAllData System permission. This permission should not be required.
1. Assign a User with a Profile that has "Manage Users" and "Customize Application" and does not have "Modify All Data".
2. Have that User go to Setup and click on Social Customer Services
3. They will get an error
Assign that Profile the "Modify All Data" permission, or if you don't feel comfortable doing that, only have your Admins modify the Social Customer Services settings until the issue is resolved.
