Unable to deploy Workflow Email Alerts on Events or Tasks using Change Sets

When attempting to validate or deploy a change set including a Workflow Email Alert on Events or Tasks, users will notice an error message:
Cannot create a Workflow Alert on task or event.
1. Navigate to Setup | Create | Workflow & Approvals | Email Alerts.
2. Create a Email Alert with Task or Event as the target object.
3. Create a outbound change set that includes the Email Alert.
4. Upload the change set to a target organization and attempt to validate or deploy.
5. Note the error:
Cannot create a WorkflowAlert on task or event
Recreate the Workflow Email Alert in the destination organization.
