Repro
Try to open the Custom setting Detail page
1. Login to the org
2. Go to Setup -> Custom Setting
3. Click on custom setting.
The page will try to open and run into an Internal server error/ times out.
Workaround
1. Recommendation :
To use the Metadata API and Dataloader to upload custom setting records instead of the custom setting Detail page.
2. To get the custom Setting page up and running --
Hold down the CTRL button and click on the Custom Settings several times, if one of the tabs times out, close all the tabs and repeat same. Eventually cache will take effect and be able to open the page.
