Error: "You must enter a value" when attempting to define password and security question is unpopulated

Some customers have reported this error being encountered after their sandboxes upgraded to Winter '16.
Any value entered as a new password and/or security question/answer may cause the below error to be received.
"You must enter a value."
After resetting your password, you may encounter this error when attempting to define your permanent password or security question or answer.
There are a few workarounds:
Once the session is initiation and you are taken to the page to define your new password...
1. Alter the URL to take you to an alternate page.
example: https://<mydomain>or<serverId>.salesforce.com/001/o (Accounts Tab)
2. Reset your password and define your security question and answer in Setup.
1. Administrator initiated password reset.
