Free and trial orgs - Email alerts not sent when daily email recipients limit is reached

The limit on daily email recipients for free and trial orgs was recently set to 50.
When a free or trial org reaches or exceeds this limit, no alerts are sent to either the admin or the workflow default email user.
1.- In your test or trial org, create a simple workflow rule to a) send an email notifications when a contact record is edited and b) assign a task to the contact owner (the task is just to track the worklflow rule as it triggers)
2.- Create a test contact record using your email address as the contact's address
3.- Edit the contact record. Make sure the task is assigned and that you receive the email sent by the workflow rule
4.- Keep editing the contact record until you exceed your limit (50)
Once the limit is reached or exceeded, the expected behavior is that the application will send an email notification to the admin or the default workflow user letting them know that emails will no longer be sent out. This is not currently happening.
This issue has been found to affect free and trial orgs.
