This was actually not a bug, but was rather a gap in Salesforce's documentation.
After deleting the last feed-based page layout in the Page Layouts for Case Feed Users section, the section disappears from the configuration page.
This change has been documented and is available in the following article:
1) Case feed is enabled in the org
2) A default case feed page layout is created in "Page Layouts for Case Feed Users" section.
3) Delete all the case feed page layouts in this section.
Result- You will see that the section has now disappeared.
This is intended behavior. In Spring ’14, we made creating and customizing page layouts easier by replacing the “Page Layouts for Case Feed Users” section with the “Case Page Layouts” section. The “Page Layouts for Case Feed Users” section is no longer supported for organizations created after Spring ’14.
When you delete or convert the last page layout in the old “Page Layouts for Case Feed Users” section, this section disappears and becomes unavailable.
You can create new page layouts in the Case Page Layout section and those can be either standard page layouts or feed-based layouts.
