Intermittent Insufficient Privileges Error when standard users access to .htm files uploaded as document

Summary
Multiple customers reported that they're seeing Insuficient Privileges Error when standard users attempt to access to the uploaded .htm documents directly to the file or as one of the component of vf page.
They start seeing the issue after changing download behavior setting of both .html and .thtml to Hybid on File Upload and Download Security.
Repro
1) Login as admin and modify file type download settings for any file type.
2) Create a user who does not have view setup permissions. You will have to clone standard user and remove view setup permissions
3) Then clear the org cache
4) Login as newly created user and upload a new document for which file type settings was changed and click on view.
Workaround
none, but the issue has been fixed already.
