Summary
Non administrator users are unable to see/edit Orders when the sharing model is Private and the Order does not have an associated Contract
Repro
1. Set the Organization Wide Defaults for Accounts and Orders to Private
2. Log in as a non admin user
3. Go to an Account record
4. Create a new Order and do not select a Contract
5. Click Save
An error similar to the one below is displayed

The above also occurs if a non admin users tries to edit an Order and the Organization Wide Defaults is Public Read Only
Workaround
- Set the Organization Wide Defaults to Public for Accounts and Orders
OR
- Associate the Order to a Contract
