HTML email templates ignore carriage returns entered manually

If a user selects an HTML template to send an email and enters text before sending it, the application does not include the carriage return (CR) characters in the text version of the email. The sent email does include all the correct CR characters.
Bulleted or numbered lists are also affected, in that CR characters will separate the numbers or bullets from their corresponding text.
1.- Open a case
2.- Click on Emails | Send Emails | Select Template
3.- Select an HTML email template
4.- Manually add text. Make sure to add CR characters in the text, then send the email
5.- In the Case screen, go to the Emails or Tasks related lists and open the email you just sent
6.- Notice the CR characters are ignored. Some sentences may appear as a single line instead of multiple lines.
This issue seems to be restricted to Chrome. Newer versions of Firefox and IE don't ignore carriage returns.
