Performance Edition Admin User unable to share document and email template via folders with groups

Some customers have noticed that they are unable to see the following option when they attempt to share folder access to certain groups of users.
"This folder is accessible only by the following users:" when I edit/create a new folder."
This has been reported by customers who usually upgrade to Performance Edition.
- Go to the Documents Tab
- Create new folder
- You will only see 2 options for sharing when there should be 3
