Enqueueing thousands of apex test classes for execution at once times out.

-Clicking 'Run All Tests' throws "Time Limit Exceeded error" and does not queue any tests.
-Attempting to Run All Tests via Developer Console throws : "Queuing up test run failed"
-Also, under Developer Console, under Test>New Run, it hangs for quite some time before it populates list of classes in the pop up.
-While attempting to Run All Tests via 'Apex Test Execution', it does not seem to queue all the tests, only a couple of them show up and it finishes.
-Login as Admin
-Click Run All tests button under Develop>Apex Classes to see the Time Limit Exceeded error.
-Open Developer Console, under Test>New Run , Select All tests, Run, throws "Queuing up test run failed"
-Go to Apex Test Execution and attempt to select all classes and run tests, it just queus up 4-5 of them.
The issue needs to be fixed for users to be able to launch all of the tests at once. In the meantime customers can use the developer console to launch tests, but they are going to encounter an other bug (Attempting to Run All Tests via Developer Console throws : "Queuing up test run failed" ) before they are able to do so.
Nonetheless the customer can launch a few hundred tests at a time from there.
They could still run all tests from the metadata API if necessary.
