Timeout when accessing the push upgrade page

A timeout occurs when accessing the package push upgrade page. This happens when there is many package versions in a developer org.
1. Login as the administrator of the developer org
2. Go to package page
3. Click on the "Versions" Tab
4. Click on the "Push Upgrades" button
5. Wait a decent amount of time.
6. Time Limit Exceeded error page appears
No workaround at this time since R&D is working on the main issue to add an index to the package version table in order to speed up the query. Distribute package version via email if needed to customers.
