Unable to upload patch version since actions are added as new components

Summary
In the Winter 13 release global actions were added to patch orgs. These new actions were introduced as new components therefore its not possible to upload a new patch version.

Repro
1. Login to the main developer org
2. Create or login to an existing patch org on winter 13
3. Go to the package detail page showing the components and notice that there is new global actions added.
4. Also notice that its not possible to upload a patch version.

Workaround
Go directly to the global actions page and manually delete it. R&D is working on removing these actions from the package detail page or mark them as not new.
