Chatter @Mention emails not sending to some users from Custom Objects

Summary
Some users in some organizations based on the sharing and hierarchy may not receive @Mention email notifications. The email notifications are not produced by the application.
This is limited to certain complex sharing conditions.
Repro
@Mention a user or several users on a Chatter feed on a Custom object and some users will get a notification e-mail and some users will not.
Workaround
@Mention the user on a parent object record or a none custom object entity.
