Update on logged in user through Data Loader results in Error

Summary
When putting the user ID to update of the user who is updating the object the update fails with a generic error ID using data loader.
Repro
1. Create a user with a profile System Administrator.
2. Using Data Loader:
a. Log in as the admin user created in step 1.
b. Export User objects with query fields Id and Email.
3. Open the resulting csv file and change the email for the logged in admin user as well as one other user.
4. Using Data Loader:
a. Make sure batch size is greater than 1.
b. Log in as the admin user created in step 1.
c. Update User objects using the modified csv file from step 3, selecting the maping file or map the fields
5. Error ID should appear
Workaround
Remove the profile or user ID of the user updating the file before using data loader.
