Cannot archive content files through the API when added to a CRM Content Record Related List

There is an issue at this time that prevents content files from being archived if the file has been added to a content related list.
1) Upload a content File
2) Add the content related list to an account
3) Add the file to the content related list.
4) Archive the file through the API
Log a case with Salesforce support. We have a way to archive these files until we can fix this issue.
