Insufficient Privileges When Converting Leads in Service Cloud Console After Changing Owner

Summary
In Service Cloud Console only: When sharing rules are set to Private for Accounts and a User changes Owner to a non-subordinate User, they will receive an "Insufficient Privileges" error upon conversion.
Repro
1) Enable console
2) Create two roles: CEO that reports to no one, and Sub which reports to CEO.
3) Create two standard users A & B both of role Sub
4) Change Sharing Settings for Accounts to private. This will require Opportunity, Contacts, and Cases to also be private.
5) Log in as user A and go to console
6) Create a lead
7) Convert this lead. Change Owner to user B on the convert lead screen.
8) Notice Error
