Summary
If a page layout section divider is named "Recommend" and is visible on the page layout the Chatter feed posting area will become unresponsive. The "Write Something...." text will remain when the box is clicked into and after typing a message the Share button will be unresponsive. This occurs because of the name of the page layout section conflicting with part of the javascript for this feature.

Repro
1. Create a page layout named "Recommend" and add it to the layout, making it visible on the detail page for the record.
2. Go to a record using this page layout and attempt to enter a post in the Chatter feed.
3. The "Write Something..." text will remain and the user's post text will be grey rather than the normal black. Clicking the Share button will fail to create the post.

Workaround
Rename the layout section anything other than the exact text above:
