Event end date not changing correctly when start date changes

Summary
When you change the event start time to late in the day, e.g. 11:30pm, the end time is 00:30 and the date jumps to the next day.
However if you then change the start date either forwards or backwards, the end date matches to be the same - therefore the end date is now before the start date.
Repro
1. Create a new event
2. Change the start time to 23:30
3. Notice that the end date change to tomorrow's date and the time is 00:30
4. Now change the start date to a previous date
5. Notice that the end date changes to match the start date and now the end date / time is before the start date / time
6. If you try to save the event, you will get an error due to this
Workaround
Manually change the end date as necessary.
