BULK API does not import CKJ character set in Summer 13 pre-release org

Summary
With Summer 13 pre-release org, bulk api does not import CKJ (Chinese, Japanese and Korean characters) correctly into salesforce. The standard api works fine.
Repro
- You can use Dataloader to reproduce the issue
- Create a csv file that contains the non ASCII characters. e.g:
**\ 턎쳑蜘拫馡춅藲떩䷫&\\ 312!tNew
- Use Bulk api to insert the file into Account object. Once the data is created, you can see the data does not display correctly correctly in Salesforce UI.
Workaround
The issue only happens in Summer 13 pre-release org and it does not happen in Sandbox or Production environment.
