"Import My Organization’s Accounts & Contacts" link not available on the Accounts tab for Partner Community Users

Summary
In the Winter '16 release, Partner Community users were given the ability to import Accounts, Contacts, and Leads using the Data Import Wizard provided they had the correct permissions.
The link, "Import My Organization’s Accounts & Contacts", is currently not available on the Accounts tab for Partner Community Users.
Repro
In an Org with the Partner Community enabled and the "Import Personal Contacts" permission granted on the Partner Profile:
1. Log into your Org
2. Go to a Contact that is a member of your Partner Community
3. Click on Manage External User > Log in to Community as User
4. Click on the Accounts tab and see that the "Import My Organization’s Accounts & Contacts" link is not listed under Tools
You will find the "Import My Organization’s Accounts & Contacts" link when clicking on the Contacts tab.
Workaround
At this time, the only workaround is to have your Partner Community users use the "Import My Organization’s Accounts & Contacts" link on the Contacts tab.
