LEX (Lightning) Internal Server Error when access some list views on certain object(s)

Summary
With LEX (Lightning), Some customers may get Internal Server Errors when try to access list views on certain object(s)
This is caused by the new feature Picklists (BETA) and allow customer to create global picklist definition without any picklist vaues. and if they deploy by using changeset/package/IDE to production orgs, we allow the deployment of custom fields that use a global picklist, which ends up being seen by the receiving system as a picklist field with no picklist values.
Repro
Login to Salesforce sandbox or developer org.
1. Goto Setup | Create | Picklists Beta | Create a new Global Picklists (Pilot) without putting any values
2. Goto Accounts (or any other ) object and create a new picklist field by using the newly created Global Picklist definition.
3. Turn the LEX (Lightning) on, and access Account list views, you will see the Internal Server Error.
Workaround
Add at least one value to the picklst field.
