Time limit exceeded when uninstalling a managed package

Summary
Some customers may notice that they encounter the following error when uninstalling a managed package via Setup | Build | Installed Packages | Uninstall on the desired package. After 5-10 minutes the following will appear with an error ID. (The error ID shown may not be consistent)

Your request exceeded the time limit for processing.

Repro
1. Go to Setup | Build | Installed Packages | Uninstall on the desired package.
2. Proceed to uninstall
3. You will see the following error after a few minutes:
Time limit exceeded
Your request exceeded the time limit for processing.
Workaround
Please create a case with Salesforce support so they can review the error and the package. There is various workarounds but it depends on the package and type of error being shown.
