Legacy Setup User Interface have no access to "My Email Settings" on Winter’16

“Insufficient Privileges” error is displayed when trying to open "My Email Settings".
This error message is displayed on only Legacy Setup User Interface.
1. Log in.
2. Navigate to Setup > Personal Setup > Email > My Email Settings
Enable “Enable Improved Setup User Interface” under Setup > User Interface
