"Add to Campaign" Report button is not adding Contacts to a Campaign

An "Activities with Contacts" Report Type with the "Add to Campaign" is not actually adding members to a Campaign. If you click the Add to Campaign button, choose a Campaign and click Add to Campaign, it then says, "0 new members have been added to the campaign "ABC" with a Status of "Sent"."
Go to an "Activities with Contacts" Report
Click "Add to Campaign" button
Select a Campaign and choose Sent and check "Do not override the member status"
Click "Add to Campaign"
No workaround at this time.
