Foreign Characters may not appear even if "Enable foreign character support for RTA fields of Quote PDF's" is enabled

Foreign characters in Quote custom RTA field are NOT shown in PDF even when the feature is enabled.
Please note that RTA field (Text/Image Field) defined in Quote template editor is working properly. The issue is only on Quote custom field of "Rich Text Area".
1. Enable Quotes. Setup | Customize | Quotes | Fields -> Add a new custom field with data type "Text Area (Rich)"
2. Create a new Quote and fill in some foreign characters (like Chinese or Russian) on the RTA field.
(Typing the characters via Keyboard is recommended. Copy&Paste may have other styling invoked.)
3. Go on Quote Template Editor. Add the quote custom RTA field on the template.
4. Go on the quote detail page. Click on "Create PDF".
You should see that the foreign characters are not shown.
