Standard Users with View All Data permission but no Modify All Data are unable to publish content to a library on behalf of another user.
1.Create a library permission that allows to publish on behalf of other users.
2.Add a standard user whose profile has ViewAllData enabled and ModifyAllData disabled to a library with the content permission created on 1.
3.Login as this user.
4.Go to Libraries> Click Contribute button and upload a test file.
5.Under "Sharing" -> select "Publish to a shared library" and select a Library
6.Change the author to another library member.
Error: You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary.
Disable View All Data or provide Modify All Data to the affected user via permission set.
