Forgotpassword fails to send out reset password email even IP is in IP range when "IP Restrict Requests" is checked in profile

When the "IP restrict Request" perm is set in user profiles and they have the login IP range, the forgotpassword process fails to send out the reset password email even if the IP address is within the login IP range.
"IP Restrict Request" is a very old style perm for partner portal. We are considering not to show "IP restrict Request" perm when user profiles are not for the partner portal license.
1. Set the login IP range in your profile.
2. Turn on the "IP Restrict Request" perm in the profile.
3. Make sure you are able to login.
4. Click "Forgot your password?" in the login page.
5. Reset your password.
6. You will not get the password reset email.
The workaround is tuning off the "IP Restrict Request" or resetting the password via a system administrator.
