Fuzzy matching for BillingStreet is not catching possible duplicate records

When using billing street in a matching/duplicate rule the duplicate rule does not catch duplicate accounts.
Please Note: This is for standard North American address formatting. Please see the following Help Documentation on proper formatting for BillingStreet supported by Duplicate Management:
1)Create a matching rule/duplicate rule using billing street
2) Create an account
3) Create another account that matches the first
4) You are not blocked from creating the second record
Instead of using fuzzy logic use exact or modify the matching rules
