Data Import Wizard: Inconsistencies in Import of Account and Contact Notes

There is an inconsistency with the way we are handling the import of Account and Contact notes in the Import Wizard. When using the import wizard, the following behavior occurs:
1. Add new Records - both Account note and Contact note are created consistently.
2. Update existing records - no Account note or Contact note is created.
3. Add new and update existing records - Only Account note is created, Contact note is not created.
Use the import wizard to perform an import of Account and Contact notes using the "Update existing records" or "Add new and update existing records" options.
The workaround at this time is to use the old version of the import wizard. You can get to the older version of the wizard by going to Setup, Data Management, Import Accounts/Contacts.
