Clicking links from a list view may fail to load when the highlights panel is enabled in console

When a case tab is closed during the loading of a highlight panel, the user cannot open any more links in console until the browser is refreshed.
In an organization with the Service Cloud Console enabled, and the Highlights Panel added to the Case Page Layout:
1. Open the Cases list view from within console.
2. Open a case, and immediately close the case tab before the Highlights Panel finishes loading.
3. Intermittently after these actions, returning to the list view and attempting to open additional cases will fail.
Refreshing the browser will allow users to resume using console.
