Special characters are preventing account records from being found in lead convert screen, account picklist

Special characters such as apostrphes, periods, and dashes are preventing the lead convert page from finding accounts with the same name in the account name drop down field.
1. Create a new Account. Include single quote in name field value. For example: ABC's DEF
2. Create a new Lead. Company name equals to account name of the account created at step 1.
3. Click Convert button. In Convert Lead page, Account Name field, the picklist only has one option, which is Create New Account: ABC's DEF. This is incorrect.
The expected behavior is, the option Attach to Existing: ABC's DEF should also be available since the account name matches.
Use the lookup icon to search for duplicate accounts.
