Email Alert not send to parent record owner when it triggers from flow or process builder action

Email alert action fires but recipient defaults to current entity owner instead of related parent record owner as defined in email alert when fired as part of process and/or flow. Email alert should be sent to intended parent record owner.
1. Create two standard users with unique email addresses.

5. Create test account and contact
using Email alert action via Workflow Rules instead.
