Publisher action field values are not updated if those fields are updated by another publisher action

If you have 2 "Update Record" publisher actions in the publisher, and both of them display the same fields, updating the record with one action doesn't update the field values of the 2nd action.
1- Enable "Enable Case Feed Actions and Feed Items" under Setup > Cases > Support Settings
2- Go to Page Layouts and create a new feed-based layout
3- Modify the layout assignment so you see this layout on any case record
4- Go to Setup > Cases > Buttons, Links, and Actions
5- Create a new Action of type "Update a Record" and name it "Action 1".
6- Modify the Action layout and make sure the Subject field is available
7- Follow steps 5 and 6 again to create another action, but name it "Action 2"
8- Add both actions to the Publisher in the feed-based layout from step 2
9- Enable Highlights panel for the layout in question and add the Subject field
10- Go to any case record and manually (not through the actions) change the subject to "No Action"
11- Using the publisher, click on Action 1 and change the subject to "Subject Action 1" and click Update
You will notice the subject has immediately been updated in the case detail page and also on the highlights panel.
11- If you now click on Action 2 though, you will see the subject is still "No Action", which is the previous value, before you changed it through Action 1.
