Activities are not being archived when they meet the criteria.

Activities are normally archived by Salesforce when any of the following conditions are met:
Events due more than 365 days ago
Closed tasks due more than 365 days ago
Closed tasks created more than 365 days ago, if they have no due date
Unfortunately due to a current issue, the jobs that perform this process are not completing, resulting in activities meeting this criteria to not be archived.
Query using a tool like Data Loader or Workbench, or run a report for activities that meet the above criteria, you will receive results that should have been archived. If you have not had the archive data adjusted for your organization you may only receive results back to about October 2014 but, if you have had the data extended and then reduced since then you may still see activities for that time period since the archiving process will not complete.
Filter reports or list views involving activities down to a specific date frame, otherwise there currently is no other workaround.
