Email Message Approval Process not showing Rejection header in the Email Publisher

When an Approval Process for Email Message contains multiple approvers and the submitter is submitting via the Email Publisher Action, if the Approval record is rejected, the rejection message is not displayed.
The rejection message is only displayed when there is only one approver in the process.
1.) Create an Approval Process on the Email Message object that has multiple approvers in the first step.
2.) Create a Case feed-based layout and assign to the "submitting user"
3.) Add the Email publisher action to the layout
4.) As the submitting user, go to a record you would like to submit
5.) Go to the Email Publisher Action and click "Submit for Approval" button
6.) Logged in as one of the approvers, reject the submitted record and put a Comment
7.) Login as the submitting user, go to the record, click on the Email Publisher Action and you should see that the record was rejected and the rejection comments, however, when there are multiple approvers and it's rejected, this is not displaying.
Include Email related list on the object so that the submitter can go to the record detail page, open up the email, and review the rejection notes.
