Administrators can do so by adding the "Create New Task" chatter publisher action via Setup, Customize | Chatter | Feed Item | Layouts. Click Edit next to Feed Item Layout and in the Feed Item Layout, click Actions. Select the Create New Task action and drag it to the Actions in the Publisher section.
This action may be unavailable for certain organization's that have been upgraded to the Spring '15 release.
Repro
1. Login to a Salesforce Org that has been upgraded to the Spring '15 release.
2. Attempt to add the "Create New Task" chatter publisher action to your feed layouts.
Actual Results: The action is not available for selection.
Expected Results: The action would be available to apply to desired feed item layouts.
Workaround
None at this time.
2/25 This issue is fixed for new customers at this time, for existing customers a database script is being worked on to create the necessary Task action. An update will be posted here again once that has been run, current estimate is this week but, that is always subject to change.
2/27 The database script has been executed on all instances, a new Action called "Create New Task" should be found under Customize || Chatter || Feed Item || Actions. If you utilize Record Types on Tasks you may need to edit this Action first to set it to a record type assigned to your users since it defaults to using the -Master- record type. Otherwise if you see that it should now be available to add to the layout.
If you do not see it and you meet the requirements of having "Enable Actions in the Publisher" enabled in Chatter settings and Feed tracking enabled for Tasks then please log a case and we can look into your particular case further.
