Manual sharing rule can not be deleted when there is a soft deleted split of the user

An opportunity has has a manual sharing rule to give access to a user. If this user has a soft deleted opportunity split for this opportunity, the sharing rule can not be deleted.
1 - Login as UserA
2 - Create an Opp
3 - Change Opp owner to UserB
4 - Logout as UserA and now Login as UserB
5 - Open the newly created Opp you created and click the Sharing button
6 - Add a new Manual Sharing rule granting read access to UserA
7 - Try to delete the Sharing Rule
Result: Share does not delete
When you try to delete the share via the API:
Can't Remove A Team Member Assigned To A Split From An Opportunity.: INVALID_CROSS_REFERENCE_KEY
The User does not have a split assigned.
The soft deleted split Record should be hard deleted in 15 days. If there is an immediate fix needed, you need to clear all the soft deleted splits in recycle bin and contact support to finish the hard delete. However, this will not resolve the issue in the long term until this issue is fixed.
