Process Builder does not fire when Picklist field using CONTAINS references multiple Picklist values in the same row

Referencing a Picklist field in the Process Builder and using CONTAINS will not work if you put multiple values on the same row. For example,
Field_A__c CONTAINS 1, 2, 3, 4.
You are only supposed to be allowed to select 1 picklist value per row, however, the CONTAINS operator changes the value selector from a dropdown to a text input field.
1. Create a new Process (Setup|Create|Workflows & Approvals|Processes)
2. Enter any object with a Picklist field
3. Enter criteria and reference the Picklist field. Use CONTAINS and enter multiple values, with a comma separating each value
4. Activate Process and trigger it. Process will not fire.
Create a new row for each value you want selected.
Field_A__c CONTAINS 1
Field_A__c CONTAINS 2
Field_A__c CONTAINS 3
Field_A__c CONTAINS 4
