Salesforce is working to reduce the frequency of these errors. We recommend that API integrations use appropriate retry logic.
Recommendation is to catch the exception and implement the retry logic.

Cannot reproduce this issue intentionally.
Workaround
Workaround is to implement a robust retry logic so that the transaction that could not be performed is retried at a later time.
