Packages dependent on Old Order Save Order behavior cannot be installed in Developer or Trial Orgs

Managed Packages, including Salesforce CPQ and Salesforce Billing Winter 21 versions, which are built to be dependent on Old Save Order Behavior run into an error when they are installed in subscriber orgs. There is presently no way to disable the New Order Save Behavior in Developer and Trial orgs.

Fill out the form and verify by email
Attempt to install CPQ using links for version 228 or later
go to Setup> Release Updates
Look for Enable New Order Save Behavior
Note that it does not exist.
This app can't be installed.
There are problems that prevent this package from being installed.
Can't install the package. This package uses old Order Save Behavior and can't be part of orgs that use new Order Save Behavior. For more information, review the Winter '21 Order Save Behavior documentation, or contact the package's developer.
For Salesforce CPQ and Billing you can up for a Dev Org with CPQ pre-installed and update from there.
