Folder Public Link results in a blank page with "This page has an error. You might just need to refresh it." error at the bottom

Share Multiple Files in a Folder Using Public Links:

When users attempt to Share a Folder that's contained within another Library (Folder) using the "Public Link" action, the resulting URL or link displays a blank page with only the Folder's name at the top and no actual content or Files.
If you scroll down on the Folder's page you may see the following error:
"This page has an error. You might just need to refresh it. Error in $A.getCallback() [Error creating components forceChatter:objectHomeTileView in force:listViewManagerPrimaryDisplayManager] Callback failed: aura://ComponentController/ACTION$getComponent Failing descriptor: {force:listViewManagerPrimaryDisplayManager}"

Repro
1. Create a sub-folder within a Library or Folder by navigating to Files | Libraries in Lightning Experience.
2. On the newly created Folder choose the row level actions drop down on the right and select "Public Link" and select to create one.
3. Copy/paste the resulting link or URL into your browser.
Actual Results: The resulting Folder's page only shows the Folder name and displays a blank page with no contents or files from the folder. Scrolling down on the page shows an error that reads:
"This page has an error. You might just need to refresh it."
Expected Results: The Folder's link would properly display the Folder's content without an error.
