Scratch orgs are being created with Customer Portal enabled by default. This behaviour will result in features like Platform Encryption unusable in Scratch Org as both features can't co-exist in a single org.

Upper customer/partner portal role users cannot see the records owned by subordinate-role role portal users, who was activated on Spring'14 or earlier. It works fine on the records owned by portal users, who got activated on Summer'14.
