In Lightning Console, anchor tags in Articles using the 'name' attribute do not redirect on the first click

In the Lightning Console, when viewing a Knowledge Article, clicking on an anchor link in a Rich Text Area field will not redirect the page location on the first click when the anchor uses the "name" attribute. Clicking the link a second time will change the page location.
