Lightning Sync and/or Outlook Configurations are missing from the setup tree on Sandboxes only after the Winter '21 Sandbox upgrade

After the Winter '21 Sandbox upgrade Outlook Configurations and Lighting Sync details do not show in the setup tree of the upgraded Sandboxes. Note: it is expected these options will not be available in Sandboxes if they are not available in the source production organization

Lightning Sync - Updates made to events in Salesforce do not sync to Outlook or Gmail inconsistently
