"The page no longer exists." in LEX console when standard user attempts to use DIW

When a Lightning Console user without the View Setup and Configuration perm tries to submit Data Import Wizard or cancel it in the middle, the user encounters an error "The page no longer exists. Try reloading it. If the problem persists, contact Salesforce Support."

Internal Server Error when updating Owner field using Data Import Wizard
