Allow non-admin access to metadata API

Operational Reporting

Currently, a user must have the Modify All Data permission to use the metadata API. This greatly limits the types of applications that can be built using the metadata API. The metadata API should honor the permissions that have been set in each profile and give access to the metadata that the user has permission to view, create, update, or delete. For example, in our application, DashPort, we access the Report and Dashboard metadata. Currently, only a user with Modify All Data can use the application, even though many users may have permission to view, create, edit, and delete reports and dashboards using the standard user interface. These users should be able to accomplish the same tasks using the metadata API as well.
